Issue description:

Crafting upgrades don't seem to work in exporters

What happens:

if an item is already in the system it will export normally, however, the crafting upgrade seems to do nothing when the item runs out, I do have an auto crafting recipe for the item I'm wanting to export (bone meal and hoes).

What you expected to happen:

for the crafting upgrade to set a request to craft the items needed

Steps to reproduce:

1. place a crafting upgrade in an exporter
2. have none of that item in the system
3. fail to export/craft item needed
   ...
