Issue description:

You setup your network and connect a drawer controller with an external storage cable, and setup a filter in the filter slots (same thing with filter card), and putting a higher priority on the drawer controller, when you insert items on the grid/crafting grid, the item goes to one of the empty drawers even when the filter is whitelisted to only accept a certain type of items (only ores)

What happens:

Items getting routed to an empty drawer regardless of filter

What you expected to happen:

Item not in the filter whitelist should not go into a drawer

Steps to reproduce:

do a simple setup like so

1. setup priority on external storage for drawer to 1, with a filter for iron and gold (you can use a filter card, it has the same result)
2. enter any item in the grid, lets say diamond and emeralds
3. items go into the empty drawers instead of the other containers

Version (make sure you are on the latest version before reporting):
