Issue description:

Whenever a cover from Chisel & bits is applied to hide the External storage adapters, the whitelist items in the external storage is removed.

What happens:

Whitelisted items are removed whenever a cover is applied to the external storage.

What you expected to happen:

For it to not remove the whitelisted items.

Steps to reproduce:

1. Connect a external storage to a iron chest
2. Add items to a filter and add that to the external storage
3. Cover it up with a cover from chisel & bits
   ...
