Issue description:

interface with exported slot(s) wont craft all craftable exports

What happens:

if there is a needed unavailable item with

• missing items
• craftable pattern
• not enough ingredients to provide full amount of needed item through crafting

partial crafting task wont be scheduled

What you expected to happen:

for any needed unavailable item, a crafting task should be scheduled
hence schedule a task that would fulfill the need item even partially

Steps to reproduce:

• interface + crafting upgrade
• export slot set so that the request can not be met fully using items on network nor crafting
• crafter with recipe for requested item in step above and some ingredients on the net, so only partial amount of the needed item can be crafted
