
[1.15.2] Default interdimensionality doesn't work across dimensions

Issue description: When I set up the network transmitter/receiver system to my network in the Overworld and have the bridge cross into the Nether, the network in the Nether does not get any signal connection from the Controller in the Overworld. I've tried break-replacing the Controller and nothing has happened.
What happens: Network from Overworld does not carry over to Nether while using a properly set-up network transmitter/receiver system, even when both areas are chunk loaded beforehand
What you expected to happen: for the receiver and all other devices in the Nether to be connected to the Overworld system
Steps to reproduce:
- set up a controller in one dimension
- attach a network transmitter to the controller
- place a network receiver in another dimension
- connect the transmitter to the receiver through the network card and place it in the transmitter
- attach a device to the receiver end
- the device doesn't work
Version (make sure you are on the latest version before reporting):
- Minecraft: 1.15.2
- Forge: 1.15.2-forge-31.1.27
- Refined Storage: refinedstorage-1.8.1
