May I have the permission to port this mod to Fabric, please? Version 1.16+ and above.

Most of not all functionality will be retained expect for Fluids as current fabric tech mods don't use fluid like the way forge mods. Even then, Fabric does not have an official Fluid API.

I would also want to Publish the fabric mod on Curseforge if it is fine by you.

You technically can with the current license, but I wouldn't like it. I prefer there to be 1 true version of RS.
