[1.16.4] External Storage bus on Drawer Controller doesn't load existing item amounts when would reloads.

Issue description:

Similar (same?) issue as #2636 and #2670.
However, this is in 1.16.4 where #2636 is 1.15.2, and with the drawer controller where #2670 is for tanks.
I don't like creating duplicates, but wanted to make sure the report was clear.

What happens:

Attach External Storage Bus to drawer controller, and everything works as intended.
Server gets bounced, and Refined Storage seems to be able to pull items 1 at a time when crafting, but does not seem to know the total amounts available until the bus is broken and placed again.

What you expected to happen:

External Storage bus refreshes the available amounts when loaded after being unloaded/reloaded.

Steps to reproduce:

  1. Place Storage bus and confirm amounts
  2. Restart server
  3. check amounts again from grid.
    ...

Version (make sure you are on the latest version before reporting):

  • Minecraft: 1.16.4
  • Forge: 35.0.18
  • Refined Storage: 1.9.9
  • Refined Storage addons: 0.7.2
    -ModPack: All the Mods 6 ( 1.2.1, 1.3.0, 1.3.1 )
