Issue description: When I re-load my world, I have to re-connect the external storage cable to the drawer controller from Storage Drawers to see the inventories that are attached.

What happens: I am unable to access the items in my storage drawer system through the refined storage interface.

What you expected to happen: Have access to my storage drawers system without having to reconnect the external storage cable.

Steps to reproduce:

1. Launch Minecraft (Currently playing on Direwolf20 1.16 modpack, no modifications to the settings from the launcher)
2. Load my world
3. Et voila, no access
   ...

Version (make sure you are on the latest version before reporting):

• Minecraft: 1.16.4
• Forge: Not sure how to find this?
• Refined Storage: 1.9.9
