Issue description: Controller is not accepting power and creative controller does not transmit power to the system. Power cables (Mekanism Universal) won't attach.
What happens: nothing
What you expected to happen: Lights to come on
Steps to reproduce:
- Place a controller
- Place a power source or cable (they won't attach)

Version (make sure you are on the latest version before reporting):
- Minecraft: 1.16.5
- Forge: 1.16.5-forge-36.1.0
- Refined Storage: refinedstorage-1.9.12
Does this issue occur on a server? [yes/no] single player, can't say.
