Issue description: RS overwrites config changes (specifically in regards to Wireless Transmitter)

What happens: Changed RS config found inside of world/serverconfig/refinedstorage-server.toml and when I try to change the values under the WirelessTransmitter they change back to default after server launch, Trying to increase the upgrade value of the range upgrades, increase the power used by the Wireless Transmitter (to balance extra range) and increase the base range of the Wireless Transmitter. Unless there is a built-in cap now for this I'm guessing that shouldn't happen since it used to work.

What you expected to happen: Range per upgrade should have increased to 16, base power used increased to 16 and base range increased to 32

Steps to reproduce:

1. change config under WirelessTransmitter
2. Launch server
3. Config resets
   ...

Version (make sure you are on the latest version before reporting):

• Minecraft: 1.16.5
• Forge: 36.2.4
• Refined Storage: 1.9.15

Does this issue occur on a server? [yes/no] yes. I host a network of servers and found this issue within Direwolf20 1.16.5 and OceanBlock 1.16.5

randomly worked this time after changing the config again. Did the same config options and it works.
