Issue description:

At time of writing, I can put a regulator and a crafting upgrade in an exporter to keep a specific number of items in another container, crafting to meet that number. There is no way that I can see to do so within the network.

What happens:

Exporter will order crafting, 1 item at a time, to meet regulator demand. If an external-storage is attached to the inventory it stops, Im assuming because its an export to self loop.
I also cannot put a regulator in a crafter which I expect would allow you to request the network to keep a specific number of items in the network.

What you want to happen:

I want to be able to order the system to keep a minimum stock of items. My proposed solutions are regulator in crafters or regulator and crafting upgrade in external storage.

• Forge: ????
• Refined Storage: 1.9.15
