If an RS network is not supplied with sufficient power, it starts to power up and down every few ticks.
While doing that, it rescans available crafting recipes every cycle, causing very high server load (my server went from smooth 20TPS down to around 5-6TPS just because power was browning out in my base).

This should be easily reproducible on the latest build, please let me know if you need any further info.
