Controller Drops Internal Storage

Describe the bug
Controller drops it's internal storage after reentering the survival world. (Was fully charged then like 1.5-2k FE).
Was charging with Immersive Engineering's Water Wheel.
How can we reproduce this bug or crash?
- Charge Controller
- Quit to Title
- Re-enter back
What Minecraft version is this happening on?
Minecraft 1.18.1
What Forge version is this happening on?
39.0.10
What Refined Storage version is this happening on?
latest (1.10.0)

I think I observed this on Direwolf20 1.16.5-1.13.2 with Refined Storage 1.9.16, although I could be wrong.
Similar, but I'm running a server. Every time my server restarts the controller loses all of its stored FE and refuses to recharge. I have to break and re-place the controller to get it to receive FE and power on. I'm using Create & Create Additions to generate FE using an alternator (optionally using wires). If I break & replace the Create/Create Additions components that provide the FE nothing happens.
I've seen this on various Forge versions, but currently 39.0.59. Refined storage is also 1.10.0, but I saw it on Beta 4 as well. Create versions have also been through multiple revisions, but currently on the latest of Create 0.4d and Create Additions 20220125a.
