Wireless transmitter sporadically not functional with network transmitter

Describe the bug

I have my Refined Storage setup elsewhere, then my wireless transmitter. (For the wireless grid)
I have them connected via network transmitter/receiver.

The wireless transmitter doesn't work, once our server has been restarted. The Issue shows as the wireless grid cannot find a wireless transmitter.
The wireless transmitter is still glowing, as if connected, but shows no function.

Removing power from the RS controller entirely and powering it back up resolves the issue.

How can we reproduce this bug or crash?

  1. Place a Controller
  2. Transmit the system via network transmitter/receiver.
  3. Place a wireless transmitter on the network receiver side.
  4. Observe the functionality

Minecraft 1.20.1

What Forge version is this happening on?

47.2.0

What Refined Storage version is this happening on?

1.12.4

This actually stopped being an Issue. Not sure how, but it's not happening.
I haven't upgraded versions or removed any mods.
