Issue description:

I have an array of disk drives, all set to priority 0. This is my only storage, no external storages elsewhere in my system.

What happens:

If I put an external storage on a chest, set it up to store an item in the chest, and set priority to 1. Add said item to system. Item does not go into chest.

What you expected to happen:

Higher priority should mean it receives items first, therefore an external storage with priority 1 should be receiving the item first.

Steps to reproduce:

1. Place a chest with an external storage NOT attached to the RS system.
2. Set the external storage to handle a single block.
3. Set priority to 1
4. Connect the external storage
5. Watch as no items arrive in the chest.
6. Set priority to -1
7. Items will now arrive in the chest.
