Issue description:

Exporter will not completely fill Casting Basins.

What happens:

Automatically begins to fill the casting basin but stops before Casting Basin is completely full.

What you expected to happen:

Exactly as it used to in 1.2.0. Fill the casting basins full so that a block will form after cooling.

Steps to reproduce:

1. Import from Tinker's Smeltery a molten metal.
2. Place a Casting Basin with an Exporter set to dispense former molten metal.
3. Watch it pour and stall before filling.

Version (Make sure you are on the latest version before reporting):

• Minecraft: 1.10.2
• Forge: 12.18.2.2124
• Refined Storage: 1.2.4

Does this issue occur on a server? [yes/no]
Yes

Additional Notes:

Running Hermit Pack, issue began after updating the Hermitpack server and local client from Hermitpack 1.3 to Hermitpack 1.4.
Rolled back version of Refined storage attempted, 1.2.3 and 1.2 (as was included in Hermitpack 1.3)
Rolling back to 1.2 of Refined storage, works as it had previously without any modification to my automated smeltery.
1.2.3 showed no discernible difference in this behavior from the issue discovered in 1.2.4
