Configuration card does not recognize regulator upgrade configurations

Describe the bug

If you use the configuration card to copy upgrades from e.g. an exporter and try to apply them to a new exporter, the configuration card does not correctly recognize the configured regulator upgrades in the inventory.

How can we reproduce this bug or crash?

  1. Setup an exporter with a configured regulator upgrade in it
  2. Shift right click with a configuration card to copy
  3. Have an unconfigured and configured regulator upgrade in the inventory
  4. Shift right click on a new exporter to paste
  5. Unconfigured regulator upgrade ends up in the new exporter
