Issue description: An external storage is attached to a Storage Drawers drawer controller in "extract only" mode

What happens: An external storage is attached to a Storage Drawers drawer controller in "extract only" mode, items inserted into the RS network end up in an attached drawer.

What you expected to happen: I expect that if an external storage is attached to an inventory, in extract only mode, nothing can be inserted into that inventory.

Steps to reproduce:

1. RS 1.2.8, Storager drawers 3.4.2
2. In a line, creative power, RS controller, grid, external storage facing drawer controller, some drawer. (Side bug, sometimes the external storage can't see the drawer at all, removing and re-adding the external storage seems to fix that)
3. Set external storage to extract only.
4. Insert an item into grid
5. Item appears in drawer
6. Insert only is also not respected
7. The same actions with a chest instead of a drawer controller+drawer work as expected.
8. AE2s storage bus behaves correctly with the storage drawers.

• Forge: 12.18.2.2124
• Refined Storage: RS 1.2.8, Storager drawers 3.4.2
