Issue description:

setting higher priorities on external storage and adding things to system do not have those items sent to the higher priority external storage, but instead goto the disks in drives

This is the same problem as described in closed issue #516, but doesn't seem to be working still.

What happens:

items do not get prioritized

What you expected to happen:

I expected items to take higher priority route first, then lower

Steps to reproduce:

1.setup some quantum storages and set them to the items for filter
2.attach to network and wait for items from external storage to show up in grid
3.add some more items to grid
...

Version (Make sure you are on the latest version before reporting):

closing issue, I see it was always wrong in stacks of 64. problem with QSU on how it exposes things. sorry to waste your time.
