Feature: Expose Network Transmitter card slot as inventory

Issue description:

It doesn't appear to be possible to insert or extract a Network Card from a transmitter block by any automated means.

Rationale: I was hoping to carry a spare network receiver + supporting stuff with me, and have an ender-pouch -> chest that auto-inserts any cards into a bank of spare transmitters at my base to allow easy network extension without the round trips to place receiver, bind card, return to base, insert card, return to X.

What happens:

Pipe/conduit/hopper/etc attached to Network Transmitter cannot insert or remove a network card

What you expected to happen:

Valid card should be placed in the card slot unless already occupied, or removed if present and being piped out.

Steps to reproduce:

  1. Attach Network Tx to network
  2. Bind a network card
  3. Place hopper on side of Tx
  4. Insert card into hopper
  5. stays in hopper.
