Placing second network transmitter/receiver bricks entire system

Describe the bug
Placing a second network transmitter and receiver caused first set to no longer work and when trying to open the crafting grid it says you dont have permission. This bug also makes it so cant break any refined storage blocks and if you manage to break them they dont drop they just disappear, it basically completely bricks your entire system. It also turns controllers off aswell so its any block in the network that breaks.I also had the problem occur again when placing a fluid storage block and trying to break the cable that was connected to the system. The pack it happened on is modified cobblemon plus v11.3.0 on curse forge.
How can we reproduce this bug or crash?
place down a network transmitter and link it to a receiver and then place down another transmitter and link it to a new receiver

I think the crash might be related to #850.
I'm going to close this for now as there are no good reproduction steps, but please let me know if you find a good way to reproduce.
And I'll also need some logs next time.
