Had same issue in other modpacks too even when increasing rf buffer to 64k rf

The controller buffer got reduced heavily. Now, you need to place multiple controllers and provide them with enough power.

This is irritation for no other reason than to be irritating, but it can be fixed. Go into the 'config' folder, find the 'refinedstorage-common.toml' file, open it in notepad, and change the controllers energy capacity. This solves the problem.

... or you can build a whole bunch of controllers.

it places a limit on network size and makes huge networks more expensive than just the components
