Issue description:

Importer ignores redstone control

What happens:

No matter what setting or redstone combination the importer will import.

What you expected to happen:

Stop importing when redstone control statement is true.

Steps to reproduce:

1.Setup importer
2.Configure to work with redstone signal or work without
3.Do not apply signal or apply signal and it will still import
...

Version (Make sure you are on the latest version before reporting):

  • Minecraft: 1.10.2
  • Forge: 12.18.3.2185
  • Refined Storage: refinedstorage-1.2.17

I'm a derp. Found another importer on the same marked enderchest right after I posted that was hidden in a wall.
