the server i run fully crashes after someone joins and gets kicked because they don't have all the mods
To Reproduce
Steps to reproduce the behavior:

1. run server with mod and any other
2. join server with different mods
3. get kicked from server
4. watch server crash spectacularly and slowly start back up

someone getting kicked not to crash my server
