AFAICT cactus, sugarcane, nether wart, etc. don't implement SpecialPlantable (unlike Forge IPlantable), so they don't get their growth sped up by the lilypad.

Just made a few tweaks to the Lilypad in 1.20 and 1.21 that make it work on everything that I would consider a growable plant including cactus, netherwart, sugarcane in 1.21.
