Make it cost snowballs over time to use it, it's a pretty strong ability. Make the blizzard come from above instead of from the player, so it looks like an actual blizzard (way cooler, imo) - use a raytrace and make the player point at the ground where the blizzard should be targeted. It would be really awesome if it also drew a targeting reticule on the ground but that's another story for another day, when I don't suck so much.
