Mainly the serpent staff, but I've witnessed the rending gale get "stuck" as well. I'm assuming it's a desync issue, would be good to get this resolved.

Experimenting with simply capping use max duration to an arbitrary and somewhat low number so the server knows to knock it off.

I'm gonna call this code-complete, needs testing.
