I've had this issue in both 1.7.2 and 1.7.10. Several people on my server have tried to use them and they don't seem to cause any speed increase in plant growth.

Yeah.. I mean, I was on stream with them. They work fine. They no longer randomly tick, it's a set rate. I'll double check but.. 99% sure, considering I haven't changed them since I last verified they were working fine.

Verified it is working. Config options will be coming soon to make the effects more noticeable. The reason it appears they don't work is they no longer take effect the moment they are placed and their effect is now timed to make it more consistent. Also the further away a crop is from the lilypad, the less effective it becomes.
