The drain effect is in code, it might not be perfect, but it's usable.
Later we might want to make it perform more like the item in Hexen, which I haven't played so I have no clue how. Mike can do this.

Now to undo the passive mob debuff. It turns out I imagined Mike asking for this and it wasn't a thing. Editing thread.

We can re-open this later if we want to further refine. I'm gonna close this one to focus on other tasks.
