What problem is this feature intended to solve?

There are some creatures like Horses that I would never willingly kill. There just is no way I will kill a horse.

It would be nice if there was some alternative method of obtaining a morph without killing or hurting the creature. Maybe I could somehow extract a blood sample from a horse, and use some kind of machine to extract the DNA from the sample... Maybe I make some kind of "potion" from the DNA extracted that I can consume to obtain the form. Perhaps making this "potion" would require some kind of special or exotic material, whether it be some rare material in Minecraft (i.e.: Echo shards, or something equally rare), or something new to find in the world.

It would also interesting if there was a config variable that forces players to use such a feature (default off) in order to obtain morphs to make it harder to obtain them.

I don't exactly care how the non-lethal method works. I just want some way to obtain a horse form without hurting a horse, or cheating with an admin command.

Hey! There is already a config option, to unlock friendly mobs via the unlocking method of the woodwalkers-mod.
You just need to set "unlockFriendlyNormal" to "true", here's the wiki.

In short, you will still need to kill monsters, but every else mob you can unlock by pressing (and holding) "U" while looking for 5s at it.
