Just put the mod into your mods folder, despite it only being supported for 1.19. I have tried it in 1.20.1, and Minecraft loads fine, and the mod functions properly too.

The render distance change is broken in 1.20.4 though, at least with VulkanMod installed it do nothing with the actual (server) render distance. You can reduce the visible area, but you can't increase it.
