More config options to control structure heights and blocks

-Add config options to change the height range for dungeons, mineshafts, and strongholds.
-Add some sort of config option to change blocks of structures based on biomes. A thought is to use a tag list of blocks (that users can add) with a separate json config file that users can specify what tag list of blocks to use in a specific biome for a structure. Definitely will be a TON of work to do.
