If there could be a blacklist for mobs that can't respawn that would be nice, there are some that have their own respawning mechanics or are rare enough to exclude from respawning.

Ahhh a tag, I can edit those easy, im guessing it automatically applies to creatures since you only hand add a few mobs there?
I would just remove the persistent animal tag to blacklist them I'd imagine

That is the blacklist. Persistent animals = animals that stay and do not respawn / despawn.
