I am using this version and running game in dev environment, thus contents from #1072 are included.

Expected behavior: manual should change its language upon Minecraft having changed its language, and fallback to manual.txt when corresponding file is absent.

Current behavior:
Under Simplified Chinese:

Under English (U.S.)

Please consider. I know there are already related issues (e.g. #411 #744 #89 ) but I still believe it is necessary to open a new one, as #1072 is merged.
