xnet and rftools look for different Libs

please update rftools to 1.1x 2.3.11 on 1.10.2 to fix please

RFTools 1.1x 2.3.11 already works for 1.10.2. Make sure you use latest of xnet, mcjtylib, and rftools and they all work fine on 1.10.2
