Remote Storage RF Usage per tick? Per card or whole box?

The description seems like it should be per card, but I can't seem to get the equilibrium i would expect. I suspect the energy usage calculation is different than configs/display would indicate.
Testing a config like:
# RF/tick to share an inventory to all dimensions
I:remoteShareGlobal=400
# RF/tick to share an inventory to the same dimension
I:remoteShareLocal=100
# Maximum RF storage that the remote storage block can hold
I:remoteStorageMaxRF=100000
# RF per tick that the remote storage block can receive
I:remoteStorageRFPerTick=400
I have 4 storage cards loaded and each with modular storage linked in the nether. A TE power storage block configured to give 350 RF/t and I get positive energy?
First I would expect to be charged 400 rf/t for each card that is dimension linked or 100 Rf/t for each local dimension card.
So my setup I expect 1600 RF/t required, but what i actually see is <325 RF/t for four cross dimension sharing storage cards.
Even if the RF used was an average of the cards/setting I would expect 400 RF/t required.
Infused 0% tested in creative world, just put down required machines.
