Configsection mobspawnamounts is ignored

Issue description:
Changing any variables inside mobspawnamounts does not change anything at all. Changed the values of the witch, but my changes are not appearing in game.
Versions:
- Minecraft: 1.12.2
- Forge: 14.23.3.2698
- McJtyLib: 1.12-6.7
- RFTools: 1.12-7.33

Only changed 4 values for the witch to see if it works...
I wonder if this is related to #1769.
Sorry, I did not had a chance yet to do some further investigations, since my server died due to a power outage.
Whatever value I changed in the config spawner section, the changes were not visable nor active in game.
What I actually wanted to do, was to add the blizz mob from thermal expansion to be a spawnable mob. I inserted the appropriate values on two different places (like its supposed to be...) but nothing happend. So I tried out to change some existing values (the witch) to see if changes from the config are actually applied to the game. Nothing happened.
Every config edit was done on a closed mc-server via ssh.
I can't say its an error in rftools for sure, but I tried to eliminate every possible failure on my end.
