Presence of filter module changes behavior of normal quarry with regard to fluids

Issue description:
When using a builder with a normal quarry and a filter module in blacklist mode (I only had a few solid blocks selected for the blacklist, I hadn't added fluids in any form to the list), fluid blocks are skipped. However, with the filter removed (and the builder restarted if necessary), fluid blocks are replaced with dirt. Perhaps this part is incorrect behavior and I'm supposed to need the pump card to replace fluids with dirt, but I'm fairly sure blacklisting blocks via the filter module shouldn't change whether it replaces fluid blocks. (in whitelist mode, it would make sense, since the fluids wouldn't match the filter)

Steps to reproduce:

  1. Set up a builder with a normal quarry to quarry an area with some fluid blocks.
  2. Add a filter module in blacklist mode
  3. Start the builder.
  4. Remove the filter module.
  5. Restart the builder.

Versions:

  • Minecraft: 1.12.2
  • Forge: 14.23.4.2705
  • McJtyLib: 3.0.2
  • RFTools: 7.55

Possibly incompatible mods and versions: originally noticed with Optifine, but reproduced without it.
