Issue description: Whenever I try to use the Matter Transmitter, it works normally with the "start teleportation..." but soon says "Not enough power to start the teleport". I know this cannot be an issue since whenever the transmitter is always full of power. Occasionally it spams my chat with "start teleportation..." until I get off of the block.

Steps to reproduce: All I did to do it in the first place was make a new dimension and dial it on the Dialling Device. After that I stepped onto the transmitter but it did not take me to that dimension or any other dimensions.

Versions:

• Minecraft: 1.12.2
• Forge: ForgeMultipart-1.12.2-2.6.0.79-universal
• CompatLayer (only if on Minecraft 1.10 or 1.11): N/A
• McJtyLib: Not sure
• RFTools: rftoolsdim-1.12-5.63

That's Forge Multipart, not Forge.

That's RFTools Dimensions, not RFTools.

Please provide accurate version numbers of the right things. Also, see if you can reproduce the problem with no mods installed except RFTools and McJtyLib.
