Powercell Negative Energy?

Issue description:
Powercell seems to be randomly draining power, cannot input, is filling with negative power?
Steps to reproduce:
I'd love to tell you what went wrong, but I have no clue. I thought I was going by normal use, then, at one point, I noticed that my power was draining, so, I built more generation, and noticed that it wasn't falling faster, in fact, it's not accepting any input whatsoever. Or, it's so full that it's unfull? I'm not sure at all what's happening. I tried breaking and replacing, new channel, straight up new powercells, but they don't charge, they only lose power. If it helps, I've hooked it up to various mekanism generators, using enderio cables.

This problem has been reported a lot, but nobody has been able to reproduce it in a fresh world with just RFTools and its dependencies installed. We basically can't troubleshoot this without being able to do that. Can you see if you can figure out what you did and reproduce it like that?
Okay, so, I've found a bit of more information, but I'm no professional, so here's something that might help: when I disconnected the whole network, each cell was a little more clear to me: somehow, I charged way over their maximum capacity. If you dump the excess, all is right as rain, and they work again. I don't know how a powercell gets supercharged, but maybe there needs some sort of discharge capacity check, like, instead of stop charging when it reaches some value, just burst it all out until it's at 100% instead of 1000% draining down slowly. I didn't count it properly in the screenshot, I thought I was 53% full, no, I'm 530% full on power.
