[Enhancement] Some ideas for the builder

I'm trying to balance the Builder block in my custom pack. In addition to a recipe change (via CraftTweaker) I would like to be able to change a bit of its functionality.

For example I would like to use a quarry card to select an area and then the builder has to be placed in an block that is adjacent to the selected area. This is to avoid remote mining. This way the player has to move the builder when he wants to move the mining area. This encourages the usage of energy cells and/or setting up powergen in-place instead of powering it remotely from the player's base energy network. In the end game, then, the player could just use Dimensional transceivers or equivalent. This might be a config option (off by default?) or a more early-game quarry card which has this limitations.

The second enhancement is to force a setup energy and time cost before it starts mining. For example the buildcraft quarry builds a frame around the mining area. If the builder can do something like that it would be awesome, as to discourage the player from moving the builder too often, too easily. Again i fell this should be configurable or be a separate quarry card, or maybe upgrades which go into specific slots, so that as the player moves towards lategame he can have the builder with the full powerful functionality that it has now.

I know I'm asking a lot but I feel that this way pack makers can tune how powerful the builder should be in early, mid and lategame.
