Builder support blocks ticking server crash

Issue description:
RFTools builder is causing a server loop tick when enabling support blocks.
Steps to reproduce:
This only started with the 4/27/19 (7.70) update. I updated today. I did not have the issue in 7.61. Reproducing only requires activating the support blocks. Not using them causes no issue as far as I can tell.
Versions:
- Minecraft: 1.12.2
- Forge: 14.23.5.2836
- CompatLayer (only if on Minecraft 1.10 or 1.11):
- McJtyLib: 1.12-3.5.0
- RFTools: 1.12-7.70
Using Optifine 1.12.2_HD_U_E3 MCP 9.42 (don't even know what that is TBH. It's on the splash screen so I mentioned it.) Also using FoamFix 7.7.4.
Hmm. That crash is in the signals mod which has nothing to do with RFTools. So that doesn't look like an issue on my side
Such a strange interweaving of code at times! Thanks for checking it out. I will contact the proper mod author.
I am still having issues. After removing the Signals mod, the builder is still behaving wonky. (See https://github.com/McJtyMods/RFTools/issues/1939 because I think it might be related.)
There is no longer a ticking server crash (that was Signals) but the support blocks are becoming stuck in the world and the clearing quarry is not removing the demarcated area entirely. I misplaced a custom shape construction and was trying to use the clearing quarry to remove it and it just didn't work. I should have screenshot for you but I used MCEdit to remove the support blocks and everything that was not removed. Would a forced crash help you?
A forced crash wouldn't help me but the support blocks not getting removed correctly in all cases is a known thing and has been a bug for some time. Note that you can right click them to remove a whole bunch at once
I am seeing a similar issue when attempting to use the builder GUI to show support blocks for an area to work with, in my case, a pump card.
Minecraft: 1.12.2
Forge: 14.23.5.2824
McJtyLib: 3.5.2
RFTools: 7.71
No optifine here, and disabled all core mods in my custom pack just to be sure.
