RFTools Builder still working in chunkloaded unpowered RFTools dimension

Issue description:
I didn't have time to try to reproduce this issue in the latest versions, but if it's what I think it is I'm confident it still works.
If you chunk-load chunks in an RFTools Dimensions dimension, the RFTools Builder still works after the dimension loses power.
While this is not necessarily a "bug", I think it could be considered an exploit, or at the very least I don't think it is intended behavior.
Note: This is in a slightly modified FTB Revelation 2.2.0 server.
Question: Do RFTools Dimensions stay chunk-loaded entirely while powered, or is chunk-loading necessary for mining while not present in the dimension?
Steps to reproduce:
- Build a dimension (I built an ocean world with gasoline oceans)
- Go to the dimension
- Set down an RFTools Builder with a clearing fluid shape card.
- Define the area the shape card will work in.
- Chunkload the area (I used FTBUtilities)
- Start the builder
- Unpower the dimension
The builder will continue to pump out the fluid in the chunk loaded area even after the
