[1.14.4] Shield generator tiers uncraftable if tier 1 was previously configured

Issue description:
When attempting to upgrade a shield generator that has already been used to the next tier, it is uncraftable. If you craft a fresh tier 1 shield generator, and then use it to craft the tier 2, it works.

Uncraftable

If used with refined storage, it causes the tier 1 version to be duplicated

Steps to reproduce:

  1. Craft a tier 1 shiled gen
  2. Set up some filters and colors ( i used a shape card)
  3. Remove shape card, break it
  4. Attempt to craft tier 2 using it

Minecraft: 1.14.4
Forge: 28.1.107
McJtyLib: mcjtylib-1.14-3.5.17-alpha.jar
RFTools: rftoolsbase-1.14-0.0.12-alpha.jar, rftoolsbuilder-1.14-1.2.12-alpha.jar

Possibly incompatible mods and versions:

refinedstorage-1.7.1.jar
refinedstorageaddons-0.5.jar

Modpack i encountered the issue on: All the Mods 4 v0.2.7
