Builder when in quarry mode does not go past Y=0 on the 1.18 version of Minecraft

Issue description: Using the new Direwolf20 1.18 mod pack, Mining in JAMD mining Dimension, Builder when in quarry mode does not go past Y=0 on the 1.18 version of Minecraft
Steps to reproduce: Place a quarry builder, define area and turn on
Versions:
- Minecraft: 1.18.2
- Forge: 40.1.19
- CompatLayer (only if on Minecraft 1.10 or 1.11):
- McJtyLib: 1.18-6.0.13
- RFTools: Builder 1.18-4.0.10
- RFTools: Base 1.18-3.0.7
Possibly incompatible mods and versions: None
Relevant logs, if any:
BTW. This issue is on the wrong github. RFToolsBuilder has its own github. You should post there. I almost couldn't find this issue listed at the right spot
It does go to -64 as I've mined down to bedrock manually but maybe it's
just the fact that it is another dimension. I will try it in the overworld
on this modpack and see if there's some other conflict. Thanks for looking
into it

I set it up in the overworld and it still stops at Y=0 and starts over with the next chunk. There must be something in the Direwolf20 1.18 modpack that causes it. Thanks for checking
