The simple dialer does not appear in any client or server games. Was it removed? Is there still a redstone way to dial a matter receiver?

No it was not removed. Should be there. Unless your modpack removes it for some reason? Also you are posting in the wrong github. This is for RFTools which is the old 1.12 version. The dialer is part of RFToolsUtility
