I found out that the Builder Block does not stop mining when the output inventory is full (didn't it used to stop?), this gave me an opportunity to try the Inventory Checker.
I have tried many different combination and I can never get the Inventory Checker to emit a redstone signal, either it's not working or I'm doing it wrong. I ended up testing with only RFTools and still wouldn't work the way I think it does.
