RFTools cannot find CompatLayer 0.1.7, even though it is installed.

I have RFTools 1.1x-5.81 installed with all dependencies, but I still get a missing mods screen stating that CompatLayer is missing, even though I have the jar in my mods folder.

I discovered that this is an issue with the Homecraft Mineware Mod, which appears to be embedding CompatLayer. I will raise an issue with them.
