[Bug] Lich's soul phylactery should be able to be in hotbar to avoid Curse of Enfeeblement

Observed behaviour
Currently, the lich's soul phylactery must be in the Charm Bauble slot to avoid getting the Curse of Enfeeblement.
This is a issue if you want to use one of the many other Necromancer charm baubles (such as Obsidian Zombie Head, Talisman of Necromancy, Cloak of Shadows).
Expected behaviour
It would be helpful to also allow the lich to have the soul phylactery in a hotbar slot to avoid the Curse of Enfeeblement. This way, the lich can benefit from using one of the many other Bauble Charm items.
Steps to reproduce
- Join a Server
- become a lich
- Notice the limit in being able to use any other charm slot item.
