[Feature] A different way to view the recipes

What is your feature request?
I think somewhere should be an option to access recipe data from the game files separately instead of just using the world recipe system. This would allow viewing of every recipe, kinda like JEI, and could probably work with mods as well, since their recipe data is stored in their .jars!
